The principle of this build isn't new, I just changed a few skills.
forgive me if the same has been done before.
It can be adapted for PvE.

Divine Favor: 16 (12+4)
Protection Prayers: 13 (12+1)

Expel Hexes [Elite] (Mesmer other)
Energy:5 Cast:1 Recharge:8

Guardian (Protection Prayers)
Energy:5 Cast:1 Recharge:2

Reversal of Fortune (Protection Prayers)
Energy:5 Cast:0.25 Recharge:2

Mend Ailment (Protection Prayers)
Energy:5 Cast:0.75 Recharge:5

Blessed Signet (Divine Favor)
Energy:0 Cast:2 Recharge:10

Balthazar's Spirit (Smiting Prayers)
Energy:10 Cast:2 Recharge:0

Divine Boon (Divine Favor)
Energy:5 Cast:0.25 Recharge:1

Life Bond (Protection Prayers)
Energy:10 Cast:2 Recharge:0

I recommand using 2 slots:

* 1rst set:
Long sword from the quest Charr at the Gate with +5 armor pommel
Divine symbol from Tully Blackvine
* 2nd set:
Wand and offhand with 20/20 bonus for protection prayers

The thing is that you get both advantages of Life Bonder and Boon Prot builds, without their downsides (at least, HIGHLY reducing them).
As you have only 3 bonds to maintain, with BS and Divine Boon active, it gives you only 1 energy degeneration, while blessed signet gives you 15 energy every 12 seconds.

When I first thought about this build, I missed an elite. None of monk's ones seemed to be very effective without being energy intensive. Expel Hexes works wonder. It removes 2 hexes, usefull against covers. Blessed Light can be used too for both condition and hex removal.
Guardian helps against interrupts, blessed signet down means you become a simple Life bonder.
Reversal of fortune, for it's cast time, healing capability and recharge time is your best friend.
Mend Ailment as a condition removal.

When I first tested this, I went in RA, we had 2 monks. We were over healing, we missed pressure capability. I think it works better with a Spirit Spammer.
Anyway, I was really vulnerable to interrupts + conditions ("vulnerable" to hexes only under migraine, interrupts were annoying when casting expel hexes)
You can survive to energy denial, as you regain it fast.
the only dangerous thing is...spirit of desenchanting. Tell your teammates to kill it instantly.

*If you feel the same, swap Expel hexes for Blessed Light and Mend Ailment for Purge Conditions or Contemplation of purity.

Please post your comments/add your experience to help me to improve this build

Expel Hexes doesn't work with Divine Boon. Boon only triggers on monk spells.
